Unconnected Zone

• When building in space, unconnected to anywhere else, this is the zone the turf will be allocated to.
• Turfs within it will cede themselves to built zones (created by APC installation) or other existing zones.
• Only one of these should exist at any given time, assigned to the unconnected_zone global variable.
